PROFESSIONAL EXPERIENCE:

Since 5/2001: President, Maritime Business Strategies, LLC, Biloxi, Mississippi (thru 8/29/2005) and Delray Beach, Florida, (after that), a firm of maritime economists, industrial engineers and transportation consultants.   Responsible for marketing and management of consulting activities in shipbuilding, ship repairing, shipping and other maritime activities.

11/1999 to 4/2001: Senior Vice President, Business Development, Friede Goldman Halter, Inc., Gulfport, Mississippi, the parent company of a group of shipbuilders, offshore fabricators and marine equipment manufacturers.  Responsible for development of all new business activities, for coordination of all marketing and sales activities, and for maintenance of all government relations.

3/1998 to 11/1999: Senior Vice President, Production Support, Halter Marine Group, Inc., Gulfport, Mississippi, the parent company of a group of shipbuilders, offshore fabricators and marine equipment manufacturers.  Responsible for all engineering, planning and production control, purchasing and material control, and cost estimating.

9/1988 to 3/1998: President, Colton & Company, Arlington, Virginia, a firm of maritime economists, industrial engineers and transportation consultants.   Responsible for marketing and management of consulting activities in shipping, shipbuilding, ship repairing, port and terminal operations and other maritime activities.

9/1984 to 9/1988: Vice President, Business Development, Capital Marine Corporation, Mobile, Alabama, the parent company of a group of U.S. shipyards and related maritime companies.   Responsible for the development of all new business activities, for marketing of all current business activities and for maintenance of all government relations.

2/1982 to 9/1984: Vice President, Marketing, Pennsylvania Shipbuilding Company, Chester, Pennsylvania, a large shipbuilder and shiprepairer.   Responsible for marketing of naval and commercial ship construction, conversion, overhaul and repair programs, for development of new business opportunities and for relations with federal, state and local governments.

5/1978 to 2/1982: Vice President, Corporate Development, Levingston Shipbuilding Company, Orange, Texas, a large shipbuilder and shiprepairer.   Responsible for development of new business, for corporate planning, budgeting and estimating, and for direction of the Shipbuilding Technology Transfer Program, a major initiative involving the transfer of Japanese shipbuilding technology.

10/1975 to 5/1978: Director, Marine Facilities, John J. McMullen Associates, Inc., New York, New York, naval architects, marine engineers and transportation consultants   Responsible for marketing and management of consulting activities in shipbuilding, ship repair, port and terminal operations and related activities.  Also responsible for the development of new business activities for the McMullen Group of companies.

12/1968 to 10/1975: Project Manager, John J. McMullen Associates, Inc.   Responsible for the performance of consulting assignments in the fields of shipping, shipbuilding, ship repair, and port and terminal operations.

12/1966 to 12/1968: Head of Production, Newfoundland Marine Works, Ltd., Marystown, Newfoundland, (now Kiewit Offshore Services), a shipbuilder and shiprepairer.   Responsible for all aspects of ship construction, ship repair, structural steelwork and general engineering.  Involved in supervision of the initial construction of the shipyard, including the selection, purchase and installation of much of the machinery and equipment, establishment of all production systems, development of a training program and provision of all engineering services.

6/1964 to 12/1966: Planning Manager, Lithgows, Ltd., Port Glasgow, Scotland, a large shipbuilding group.   Responsible first for the establishment and then for the operation of a Planning and Production Control Department for a group of shipyards with 7000 employees.

5/1958 to 6/1964: Apprentice Naval Architect, Lithgows, Ltd.   Trained in all shipyard craft and technical departments.
