Western Pipe & Steel Company was created in Los Angeles in 1906, by T. A. Hays and James A. Talbot. In 1917, they acquired the Shaw-Batcher Company Ship Works, in South San Francisco, which had been established to build cargo ships for the U.S. Shipping Board, and in 1918 they established Southwestern Shipbuilding, in San Pedro, to avoid the high costs associated with San Francisco. After the war, the South San Francisco yard was stripped of its shipbuilding capability and used for industrial pipe fabrication, while the San Pedro yard was sold to Bethlehem Steel. (See a separate table for this yard here.) In 1939, the South San Francisco yard was reactivated and a new yard was established in San Pedro, at a different site. Both yards ceased shipbuilding at the end of WWII and were sold to Consolidated Steel for industrial use. The South San Francisco yard had four berths, two on each side of a large basin, from which ships were side launched. It is now part of the Oyster Point residential complex. The WWI San Pedro yard was on Terminal Island and is still a shipyard, although inactive: see it from the air on Google here. The WWII San Pedro yard was in the West Basin, where Berths 125 to 132 are now: see the site from the air on Google here. The hull numbering system is complicated. The USSB ordered a total of 45 EFC Design 1019 freighters from Shaw-Batcher and Southwestern, nine of which were cancelled, although one was later completed as a tanker for a private owner. Hulls 1-18 at South San Francisco were documented by the US Government and ABS as having been built by Shaw-Batcher while all the hulls built in San Pedro were documented as having been built by Southwestern Shipbuilding. Despite the fact that Western Pipe & Steel owned both facilities, contemporary media rarely used the parent company�s name in connection with either shipyard prior to WWII. During WWI, each shipyard had its own hull numbering sequence, but some vessels that were to have been built by Shaw-Batcher were switched to Southwestern and renumbered. In 1938, however, when Western Pipe decided to re-enter the shipbuilding business, they restructured the numbering system. It appears that they totaled up the entire previous production, at both yards, including the cancelled vessels, to establish a starting point for new work, and from that point on, a common hull numbering sequence was used. |
